The value of education is training workforce for national economic and socialdevelopment, the Vocational Education Training focuses on cultivating high techniquetalents. However the development of vocational education in China still lags behind.It is mainly marked by the following phenomena: out of unified competency standardsand professional qualification certification system with standardized certification andmanagement; the cultivation objectives are lack of Supervision and regulationsystem; there is no Effective communication about Learning content betweenVocational education and industry&enterprise; the missing pertinence andpracticability of talent development, etc. So unified Vocational Education AndTraining Standard is needed. Since1990s, there was a comprehensive reform inAustralia Vocational Education. Through reforms, Australia took shape a completesystem of Vocational Education And Training which promoting the rapid developmentof Vocational Education, and its core is the Training Package.This paper tries toanalyze the successful experience of Training Package, providing a reference forChina’s Vocational Education And Training standard.Starting from the analysis of the Vocational Education And Training in Australia,this paper will study Australian Vocational Education Training System and TrainingPackage including connotation, characteristic, function, content and development ofguarantee agencies, etc. And give an objective evaluation to advantages anddisadvantages of Training Package. On this basis, this paper will theoretically analyzethe present situation and feasibility of the vocational education training criterion inChina, integrate practical situation in China with the enlightenment of the vocationaleducation system in Australia, and finally propose remedial measures from theperspectives of improving policy and system, perfecting organization andimplementation, promoting the participation of industries and enterprises andbettering training mode and evaluation method in vocational colleges.
