The massive existence of weak school in China reflected the unbalanced development of China’s basic education. Weak school improvement is in related to the realization of fair education. It has aroused widespread attention and concern of the governments around the world.In the late 90s, our government began to focus on this issue.a series of education reform promoting policy has been issued one after another. This problem was caused by the external system and the poor management of schools. Therefore, to solve the problem of the weak school reforming, the government should provide macroscopic system guarantee and education investment guarantee, and also the weak school themselves should strengthen their management and reformation.Behavior is the result of the interaction of people and the environment. The school organization climate which shapes the behavior of school members has a significant impact on the school performance. To realize the fundamentally improvement, the weak schools should improve the behavior of their internal school members. This research mainly examines the organization of the weak school climate. With the method of case study, this thesis makes a description and investigations of the organization climate characteristics of A middle school in PengShui county of ChongQing.This paper investigates the organization climate characteristics of PengShui in ChongQing, using the case method. There are several dimensions to the organization climate characteristics in the secondary school.First, teacher management appears "consultation model" in the A middle school.Class management appears "stern-authoritative model." Second, interpersonal relationship is in the middle level. Third, the teachers’teaching efficacy and job involvement is slightly higher than the medium level. Fourth, the teachers and students’ organization commitment is low and the satisfaction for the school facilities is low level too. Students’ learning dedication is not enough, so it is in the medium level.They mainly contribute to the external cause. According to the investigation of A middle school and based on the system analysis’ framework of the social system theory, the cause of the weak school’s organization climate is analyzed. There are some external factors to affect the weak school’s organization climate. One is market economy influence on the school management. Another is the result of the education policy is unexpected. And the internal factors of school management system influence the weak school’s organization climate. They are respectively school management model, the principle’s leadership style, teacher’s personal qualities and the ecological environment of the school. Based on these, this paper proposes to the improvement measures of the weak school.One is to strengthen the government’s regulation and guide. And another is to reinforce the school reform and shape a good organization climate.
