Compulsory education is the most fundamental part of public services，aiming toenhance the over all quality of the entire nation.The success of compulsory educationis so important that it greatly influence the future quality of the population.Ascompulsory education is determined as a Mandatory fundamental education by theChinese government，Public financial investment on compulsory education is theguaranty of its effective implementation.
