Bologna Process, which was proposed by 29 European countries in 1999 inBologna, Italy, aimed to integrate European higher education resources and openeducation systems. The initiators and the participating countries of the Bolognaprocess hoped that, by 2010, the diplomas and achievements of the universitygraduates from any signatory countries of European Bologna process would berecognized by any other signatory countries; besides, the university graduates couldapply for postgraduate courses or get employment opportunities in other Europeancountries without any difficulties. This reform could achieve the integration betweenEuropean higher education and technology to set up European Higher Education Areaand to contribute to the process of European integration.From the signature of Bologna Process Declaration by 29 European countries in1999, to the convening of the Leuven Conference in 2009, to the establishment of theEuropean Higher Education Area in 2010, the Bologna process has got through 10years’development. The Bologna Declaration symbolized the official launch of theBologna process. Then the Ministers of Education from the Member States held ameeting every two years to measure the results of the Bologna process and make thedecision of the next development. These government meeting were held in Prague(2001), Berlin (2003 ), Bergen (2005), London (2007) and Leuven (2009). FromBologna Declaration to Leuven Conference, the core content of the Bologna processare as follows: to establish a unified three-tier degree system; to establish a EuropeanCredit Transfer System; to facilitate mobility; to ensure the quality of European highereducation; to promote Europe-wide cooperation in higher education ; to develop thelifelong education; to develop the co-operation between universities and students; toenhance the competitiveness and attractiveness of European higher education area.This paper discusses the development of the Bologna process after LondonGazette, analyzes the future challenges, and predicts its development trend.The thesis is divided into six parts:Part I: Introduces the reasons for choosing topics as well as the researches at homeand abroad, and define the relevant concepts.Part II: Analyzes the background and the development of Bologna process.Part III: Analyzes the reform process of higher education in France, Germany,and Russia under the influence of the Bologna process.Part IV: Discusses the challenges faced by the Bologna process and the futuredevelopment trend.Part V: the implications of the Bologna process for higher education in China.
