"Bologna Process" is named after the place it was proposed, the University of Bologna in the Italian city of Bologna, with the signing in 1999 of the Bologna Declaration by Ministers of Education from 29 European countries, and its purpose is to create the European higher education area by making academic resources and education system more comparable and compatible throughout Europe. Bologna Process founders and the participating countries hope that by the year 2010, the diploma and GPA of university graduates from any signatory country in "Bologna process", will receive the admission of other signatory countries, and there is no obstacle for university graduates to apply for master's degree courses in other European countries or to find employment opportunities, which is contribute to realize the integration of European higher education and science and technology, to build the European Higher Education Area (European Higher Education Area-EHEA), and to promote the process of European integration. This paper firstly introduces the "Bologna process" development background, the integration of education putting on the agenda with the European economic, political, progressive integration, and through the "Lisbon Convention" and the "Sorbonne Declaration" of warm-up in 1999, "Bologna Declaration" formally launched the "Bologna process" of the journey, which is a necessary process to upgrade the EU "soft power". Following that every two years, it has been convened the Education Minister meetings between member countries—the Prague Conference in 2001, the Berlin Conference in 2003, the Bergen Conference in 2005 and the London Conference in 2007, each has looked back its development process and put on new tasks. It focuses on an analysis of the United Kingdom, France and Germany, 3 comparatively representative large countries, to implement the "Bologna process". Comparing Austria, Russia, Portugal, the Czech Republic actively participate in the four countries helped to sum up some common measures. Implement of "Bologna process" in each European country makes China students studying in Europe enjoy the flexibility of education resources to facilitate transfer among countries in Europe and employment, and have the opportunities to get more scholarships and work.
