The knowledge economy era, Talent competition is intense. Higher educationhas been showing the trend of internationalization. Countries are focusing on highereducation to training of talent and attracting foreign talents to enhance the country’scompetitive advantage. In addition to the stage of economic and trade cooperationbetween the two sides, they begin to actively face of higher education academicexchanges and cooperation. The mainland began to recruit student from Taiwan in theearly year. From2011, Taiwan recruits mainland student to study in Taiwan, andacknowledgment of the mainland college degree in order to attract talents from themainland. As under the shadow of fewer children and aging residents, this initiativehas an important role to alleviate the lack of students in Taiwan and to improve thequality of higher education and international competitiveness. This also can promotethe cross-strait cooperation and the peaceful development of cross-strait relations.Therefore, the study of the policy of Taiwan recruits terrestrial is of great significance.In this paper, many analysis method has used to comprehensive and systematic studyon the policy for a comprehensive and in-depth understanding.Firstly, the paper analyses the policy that Taiwan universities recruit mainlandstudents, rationalize the policy evolution of Taiwan recruits mainland students inrecent years. Secondly, the paper analysis of the implementation of the policy inrecent two years and analysis implementation status and enrollment effect of thepolicy, and collects views of the community, and analysis the effect factors aboutmainland students study in Taiwan. Finally, Talk about policy of social impact and itsperfect, and analyses the impact of the policy to education, culture, economy ofTaiwan, and propose relevant suggestions on further strengthen of cross-straitexchanges and cooperation of higher education and improve the terrestrial Taiwaneffectiveness, also perfect the policy. As follows: First, to enrich the basis of thehigher education exchanges and cooperation across the straits; Second, to expandcross-strait exchanges and cooperation of higher education form; Third, to push forterrestrial and degree of mutual recognition of comprehensive implementation; Fourth,to perfect the relevant supporting measures.
