With the development of economic globalization trend, the rapid development of science andtechnology, the international competition is becoming increasingly fierce, and the competition ofeconomies and comprehensive national strength between countries has become the competition ofeducation and talent. One country’s strength more and more depends on the quality of workers. Therefore,improving the people’s quality and scientific literacy and cultivating innovative talents have became the toppriority of all countries. In order to adapt to the needs of times, all countries in the world increases thepower of education reform. And our country also lose no time to a new basic education curriculum reform.Chemical is an important subject in the field of basic education. In order to conform to the wave ofcurriculum reform, meet students’ needs of adapting to modern life and future development, and improvethe scientific literacy of students, high school chemistry course target system has been constructed, that is"knowledge and skills","the process and the method","emotions, attitude and values" should be included atthe same time."the process and the method"plays an important part in it, and the purpose of it is to maketeachers and students change traditional courses which focuses too much on the tendency of impartingknowledge and skills, emphasizes the scientific process and methods, takes student’s learning process, paysattention to students learning process experience, understand and experience. And it also pays attention tothe scientific method and application, the exploratory learning, promotes the study of the diversification,and develops students’ scientific research ability, promoting students’ scientific literacy and thecomprehensive development. This paper spread around "the process and the method" objective in high school chemistry curriculumstandard, explains the connotation of "the process and the method". And through the questionnaire surveyand system analysis, discusses the high school chemistry "the process and the method" to achieve the goalsof strategy, so that the general chemistry teacher can more effectively grasp the chemical goal, know theimportance and necessity to carry out the "the process and the method" objective, and identify theoperation of this goal, which makes students combine the scientific process of chemical knowledge withscientific method reasonably, and promotes the goal’s realization in actual teaching activities.This paper is divided into five parts:Part one: At first, it expounds the background, the research significance, the domestic and foreignresearch current situation of "the process and the method", and its main contents and methods of this studywithin the concept of the new curriculum.Part two:According to target of "the process and the method" of senior high school new coursestandard. It vividly explains the connotation, the goal requirement and the relationship between thethree-dimensional target in the chemistry course. It is based on the constructivism theory, multipleintelligence theory, scientific methodology.Part Three: Through a statistical analysis of the questionnaires from high school Chemistry teachers,the author has examined the actual implementation status of the target from several aspects: theunderstanding, implementation and strategies of "the process and the method ".Part Four: It initially explores the the strategies of carrying out "the process and the method" in thehigh school chemistry teaching. By making full use of the new teaching materials, and chemicalknowledge (the basic concepts, the basic principles and the rules, chemical element compounds), chemicalexperiments, chemistry columns in the teaching materials, and chemistry history as the carrier, it advocates initiative, inquisitive and cooperative ways of learning so as to improve teachers’ understanding of the newcurriculum, and the strategy of carrying out "the process and the method".Part Five: the conclusion and discussion. Summarize the realization of "the process and the method"in the senior high school chemistry course standard. and look ahead of its further development."The process and the method" target is a new dimension, and it depends on the teaching activities inthe process of the elaborate design and effective launch, which cannot be carried out with traditionalknowledge. Chemistry teachers should take full advantage of the new teaching material, thoroughlystudying, actively exploring teaching activities, and guide students to change study ways, thus they cancombine the learning process of chemical knowledge with scientific research methods, and promote thepractice of the target of "the process and the method" in the teaching process.
