Talent agglomeration caused by talent gathering is a booster to promote economic and social sustainable development, and therefore we need to maximize the positive talent agglomeration and minimize the negative talent agglomeration, so that talents can be properly utilized, reaching to optimal configuration of talents, namely maximum of talent agglomeration. Meanwhile, talents are the main body of collaborative innovation, innovation drives development, collaboration brings to balance, collaborative innovation is already the contents of the national development strategic plan, and it is urgent requirement of regional economic and social balanced development to give full play to the advantage in collaborative innovation.Tatents play a key role to talent agglomeration, and talents is yet a major force of collaborative innovation, that’s to say, talent agglomeration and collaborative innovation are closely related to talents in the talent-gathering place. Against this background, this paper takes Beijing and Shanxi Province as the empirical research objects, and analyses the relation between talent agglomeration and collaborative innovation, which currently belongs to a new direction in academia related research field. The research will be significant to promote economic and social sustainable and balanced development.By mathematical model method, this paper establishes talent agglomeration evaluation index system and collaborative innovation performance input-output index system, respectively calculates talent agglomeration value and collaborative innovation performance by principal component analysis method and C-D production function model. Then the paper gives a expanding analysis to talent agglomeration system, trend forecast, critical threshold, collaborative innovation mode, influencing factors, etc. Next, it calculates the correlation degree by gray relational model and analyses their internal relation. Finally, ground on Beijing and Shanxi status quo, the article provides some constructive countermeasures and suggestions, hoping to guide Chinese talents strategy and collaborative innovation system construction.The innovations of the article:(1) Talent agglomeration is studied as a system, and talent agglomeration system, talent agglomeration value, three states are involved. At the basis, the paper predicts talent agglomeration future trend by time smoothing index prediction method, as well as discusses talent agglomeration critical threshold from the perspectives of function curve and economic marginal, which leads to a definition of talent agglomeration saturation.(2) It analyses collaborative innovation mode selection, and establishes collaborative innovation performance input-output index system by C-D production function to measure collaborative innovation. This paper takes Beijing and Shanxi as an example for the first time, and utilizes gray relational model to empirically study the relation between talent agglomeration and collaborative innovation.
