With the development of industrialization and urbanization, the city size is expanding rapidly in China, population mobility is increasingly active. The large-scale rural labor to move to the city formed a special group of migrant workers groups. At the same time the city’s rapid economic development, city social structure has been undergoing great changes. Government public service system is not associated with the rapid development and expansion of the city social coordination. Migrant workers are boundary zone in the city:The children of migrant workers in the city how to enjoy and city children equal education services, is the progressive realization of public service equalization process is urgent needs to solve the problem.Our community construction is still in the initial stage, each region economy development level difference is bigger, and the traditional administrative management system restricts and affects the community public service system normal operation and function. This article from the educational problems of children of migrant workers, introducing the community the concept of education, children of migrant workers to enjoy the city education service theoretical issues and empirical analysis, and draw lessons from developed country and area community education experience. Construction of migrant workers children to enjoy the city community education service policy way, realize the children of migrant workers in the city of education services in a network of free flow and development.This article uses the literature research, comparative study, case analysis and other methods. From the structural point of view, firstly in the part of literature review on the definition of children of migrant workers, community, community education concept, the research involved in the theory of equalization of basic public services, such as education and basic education services even equalization theory are briefly introduced. Secondly, to Z city as the study case, in the basis of theoretical analysis, in order to migrant workers children sharing the city education present situation and satisfaction as the study object, and seeks to find the main cause of rejection the children of migrant workers in city community education. Through the questionnaire and interviews, the Z five communities to carry out relevant investigation and analysis, and from resource, policy, legal analysis of the three children of migrant workers enjoy the community education services when facing dilemma. Third, analysis of the developed countries and regions in the development of community education and community acceptance of floating children is relevant policy, summarizes relevant experience and measures. Finally, put forward a government to solve the migrant workers children to enjoy the city community education service the basic approach of the problem, four aspects of strengthening and improving the city community education service:establish advanced concept, eliminate the bottleneck of resources, improve policy environment and accelerate the process of legal system.
