Research On The Change Of Governmental Informal Institutions Based By The New Public Service

Education fair is an important cornerstone for harmonious society. It includes two basic aspects: equalization of rights and opportunities. Enrollment fair is the starting point of education fair. Enrollment policy is a starting point of the education process, the ordinary institutes of higher education's enrollment policy is an important part of enrollment policy, aiming at protecting citizens' equal rights of access to education, and solving the enrollment problems.This thesis studies the ordinary institutes of higher education's enrollment policy-making and selection by using of public management and public policy analysis theory. It mainly contains the introduction of enrollment policy-making and selection, and interest groups' game, analysis on the policy's subject,object,environment and the relationships between them, mathematical modeling for enrollment plan number rational and equitable distribution, cost-benefit analysis on enrollment policy of independent province proposition, and proposing a new alternative scheme. The thesis's key contents include the following:(1) Propose a new viewpoint——ordinary institutes of higher education's enrollment policy-selection is a result of the interest groups' game First, analyze the historical background and contribution of China's institute of higher education enrollment policy-making and selection. Then focus on the analysis of the current China's enrollment policy, including enrollment policy and examination policy. And summing-up that China's institutes of higher education's enrollment policy-making is a layered, vertical and horizontal structure of institutional relation. Last propose a new viewpoint——ordinary institutes of higher education's enrollment policy-selection is a result of the interest groups' game.(2) Analyze and summed up the main factors of enrollment policy's subject, object, environment, and the relationship between themAnalyze that the institutes of higher education's enrollment policy system is a social political system, which is posed by the interaction of ordinary institutes of higher education's erollment policy's subject, object and the environment. And then describe in detail on the internal factors of each part, summed up the general relationship of china's institutes of higher education's enrollment policy's subject, object, environment.(3) Propose a mathematical model using for enrollment plan number's rational and equitable distribution, which is in line with our national conditionAnalyze the existing problems through the enrollment data and historical examples, demonstrate the importance of rational distribution of China's enrollment plan number. Then propose a classification of enrollment plan number's rational distribution model, and examine its feasibility etc.(4) Analyze China's current proposition policy for ordinary institutes of higher education's enrollment by cost-benefit analysis methodThis thesis has taken cost-benefit analysis method, and make a comprehensive analysis on the advantages of costs and benefits about two aspects, which include independent province proposition and nation unified proposition. It clearly demonstrates that independent province proposition will have a greater social benefits. So propose the coexistensive conditions about independent province proposition and nation unified proposition, and its reformation is also necessary and correct.(6) Proposes a new alternative scheme for enrollment policy's adjustmentFirst, reveals the existing problems in the current institutes of higher education enrollment policy-making and selection, and analysis the base causes and its negative effects, and demonstrate the importance, and necessity about reformation of China's enrollment policy. Finally, propose a new alternative scheme for enrollment policy's adjustment.
