| As the beginning of lifelong learning, an important part of national education system, an important social and public welfare, Pre-school education is a foundation engineering to promote the human life-long development, is an important initiatives to protect and improve people’s livelihood, but also a necessary requirement for building strong national human resources. The development of pre-school is related to hundreds of millions of children’s healthy growth, the vital interests of millions of families and the future of the nation. For a long time, due to historical, cultural, social and other reasons, our pre-school education has been the weak link at all levels education; it can not meet the general public demand for quality early education, but also very not suited with China’s economic and social development.In China, the management system of pre-school education is "the responsibility of local governments, management by different level departments and the divided responsibility of relevant department", which makes the core of the pre-school responsibility transfer to local government. And the local government exercises the administrated power and earnestly implements the responsibility of the development of pre-school education. Therefore, as the center and main part of secondary education and education at lower levels,"countries" surely plays an important part in the development of pre-school education. At the same time, developing pre-school education is also the responsibility of the society, families and pre-school education institutions. It is the support of the whole society that will promote its development. This paper is based on the above two aspects.This thesis consists of six chapters. Chapter one is the introduction, which gives a brief introduction about this research, including research background, significance of the present research, research methods and the purpose of the research. Chapter two is the theoretical basis and factual foundation, which mainly introduces the theory applied in the thesis and the present situation of the pre-school both in home and aboard. Chapter three is the analysis of the present development situation of pre-school education in Intra-county, which mainly describes the present development situation of pre-school education in A County in the aspect of whole structure, teaching staff, developing standard, etc. Chapter four adopts the empirical research, which mainly discusses the support situation and existing problems of pre-school education among government, society and parents. Then it summarizes the common reason, which provides the practical basis for the following suggestion. Chapter five puts forward the construction, strategies and security mechanisms of pre-school education in the county support system’s structure; namely gives the corresponding suggestions to government, society, families and pre-school education. Chapter six is the conclusion, which gives a brief summary of the whole thesis, and points out the limitations of the present study. |
