Study On China’s Youth Sport Club Policies

The youth sports club is an important form of organization of the development of youth sports in China. Since2000. the development of the youth sports club in China has achieved certain results, providing a good platform for the majority of young people to cultivate sports awareness and participate in physical exercise. In the course of development of more than ten years, every step forward of the youth sports club is inseparable from the policy reform and innovation. At the same time, every policy innovation has also witnessed the progress of the clubs.To better understand the basic policy of the youth sports clubs in China and its evolution path, and investigate the relationship between policy and the actual operation, this thesis takes the youth sports club policy as the research object. Through literature research, expert interviews and comparative study, it reviews the current youth sports club policy and analyzes it vertically and horizontally. It makes an in-depth study of the policy system, summarizes the characteristics of the policy evolution, general features and existing shortcomings of the policy as well as the obstacles impacting the policy implementation.The study has found that according to the different guidelines spirit of the central government policy of different periods, the youth sports clubs policy can be divided into two phases. The first phase shows the fundamental, abstract and function-oriented characteristics, while the second phase demonstrates the developmental and normative characteristics; its evolution is characterized by:Viewing from the aspect of policy maker, the General Administration of Sport of China is the highest sports administration department nationwide. Its dominant position of making youth sports clubs policy has remained unchanged or even improved. The authority and scientificity of related policy it has issued keeps improving; Viewing from the aspect of policy object, the focus of the youth sports club policy has always been the establishment of the youth sports club and its management; Viewing from the aspect of policy environment, the political traditions, economic environmental and social changes directly affect the changes of the policy object. The youth sports club policy in China is mainly targeted at young people; the policy system mainly includes basic policies and specific policies; lacking of laws and regulations, the short of specific policies and service policies vacancies are the defects of the policy; the combination of continuity and development, stability and changes, principle and flexibility as well as the coexisting of forward thinking and lagging are the overall features of the policy of the youth Sports Club in China.
