The new sports course reformation demand to realize the whole basic education.PE teacher need to transform from executor or performer to developer or designer. Sowe should go into ability of PE teacher base on inherit and development to content theneed of PE teacher in the new course reformation.Under the new course reformation this article is based on the researching ofteachers ‘current situation in the middle and primary school in Shandong province.Survey ability structure and combine policies and regulations again to search aneffective method which is healthy and sustainable development to achieve PEteachers ‘ability in the middle and primary school in Shandong province.This article consists of4parts below:Part One: researching510PE teachers from north, west and middle in the middleand primary school in Shandong province. The content is including of sex ratio,school graduation, structure of technical post, education statistics to understand thebasic information to establish the foundation of ability in the middle and primaryschool in Shandong province.Part Two: The base researching analyze of teachers ‘ability in the primary andmiddle school. Now I have master first-hand information to make a clearly cognitionand position from standard guiding ideology, comprehend level; implement condition,profession manner, training condition, continuing education, scientific research andresistance of new course standard in the middle and primary school.Part Three: Analyzing of teachers ‘ability affection. I have analysis the influencefrom the theory which affection the ability healthy, steady and continuingdevelopment.Part Four: The countermeasure of teachers’ ability in the middle and primaryschool. I have proposed countermeasure problem and influence factor of teachers‘ability in the middle and primary school.So above the basic research, I have got the conclusion: 1) The new course is based on the action and propose new requirement and it isalso the advanced development idea. It is an important promotes value for theteaching in the middle and primary school.2) During the researching, sporting events have a special property that is themale is more than female in the Shandong province and parts of schools in thecountry has insufficient configuration. Teaching capital is reasonable because age andtechnical post have put the first place to the younger teachers. Education backgroundis also reasonable with regular college and above.3) Although the new course standard has gone into effect all over the Shandongprovince and increasing the opportunity for teachers to attend training, the effect isnot outstanding yet. In my opinion the top three resistances are the changing teachers‘thought, ability advancing of teachers, the shortage of field and equipment.4) The first three factors analysis the influence of ability development forteachers is teacher, school and society.5) The factor which influence teachers ‘ability is teacher is lack of theoryknowledge, low working enthusiasm and lack of thinking deeply and communication.6) The factor from school is ignoring of school leader, lower equipment, lack ofteaching training and no measure could encourage teachers.7) The society factor is lower social status of teachers and input less vigor for theeducation.
