Russia, as early as the1980s, had put forward the scientific concept of the "Integration of Science and Education " through years’practice, and moreover officially identified2002-2006Integrated Development Program of Science and Education of the Russian Federation on the basis of the successful models implemented in Siberia Science City of the former Soviet Union. This is the major research result in Russian education and research and is playing an increasingly significant role in its research and education. China has been always maintaining close relations with Russia in education and science due to historical and traditional reasons. Our active exploration into Integration of Science and Education of Russia will necessarily contribute to providing new ideans for reform and development of our education, promoting transition of our high colleges from Traditional Education to Modern Education and accelerating scicentific progress of Chinese educational science.This paper, on the basis of large exploration of key references in China and other countries in Chinese and Russian besides dedicated integrated analysis, uses multiple methods of background analysis, comparative analysis, theoretical analysis, case studies, methods, personnel interviews and comprehensive analysis to perforfm an overall research on policy of Integration of Science and Education of Russia in terms of legal basis, background, mechanism, performance and scarcity. Furthermore this paper has specially suggested significant proposals for reform and innovation of our scientific and education system through analysis and research.To develop a unified science and education development plan and supporting measures is the basis of enhancing fundamental integration of science and education. To focus on construction of Science City is a big project for China to accelerate integration of science and education. To carefully classify and train talents is the soil for our sustainable development of science and education. We should promote active intecommunication and steady development of our high colleges and research institutes under the direction of aforesaid subjects.
