However, our current culture market thereare still many problems can not be ignored, such as laws, lax enforcement of the law,supervision of the phenomenon is still serious; illegal business activities of repeated;Negative culture and so on.In recent years, minors from violence, pornography, obscenity and otherharmful cultural influence towards criminal cases are increasing. Negative culture,refers to the provisions of the law contains prohibited content culture, specifically, isharmful to physical and mental health of minors, thus leading to criminal of violent,pornography, obscenity and other low-level, kitsch culture. Minors due to theirphysiological, psychological characteristics, extremely easy to be influenced by theNegative culture, go on the road of crime.The minor crime, has become a worldwide problem, no country can avoid thisproblem. According to "a statistics economist" magazine showed that: cases ofjuvenile violent crime in the United States implemented under the age of24accounted for50%of all violent crime, including1/4violent crime wereimplemented by minors under the age of18. Most other countries have similarproblems with American. Chinese Juvenile Delinquency Research Council throughthe juvenile criminal cases in recent years in the statistical analysis of the dataindicates that the number of crimes more than70%criminal cases by the youth, andin the total number of cases of juvenile crime minors to commit crime casesaccounted for more than70%. A data sampling survey of national public securitydepartments also showed, in the whole of juvenile delinquency cases, minor criminalcases has more than80%. The minor crime rate is higher and higher, will directly endanger public safety, how to prevent and control the minor crime has become anurgent problem of our country.This paper is mainly based on the mental characteristics of minors, conducts theresearch to the impact of the Negative culture on minors, cultural marketmanagement status and problems, the relationship between the management of theculture market and juvenile crime and strengthen the management of cultural marketproblems, and on how to strengthen cultural market management put forward somefeasible suggestions for prevention and control of the minor crime, in order to reducethe rate of minor crime, and improve the social public safety coefficient of purpose. Ihope that this study on the prevention and control of minor crime has played apositive role, and ultimately to reduce minor crime plays a positive effect.
