With the global economy, and technology Developing, International competition is more and more fiercer, the essence of the competition is qualified scientists and technicians. Graduate education is a major channel of our high end talent, Is an important part of our higher education, It plays a very important role on the construction of our country development, The education of the postgraduate in our country has leapt forward after1999.The postgraduate enrollment scale from65000in1999rose to415000in2009,The postgraduate enrollment scale of annual expansion rate was more than20%and more than the size of the Chinese economy growth in ten years.At the same time, some negative results have been brought out by the rapid development of the postgraduate enrollment scale also. such as the drop in the quality of education. Therefore, it had theory and practice of level needs to discuss the master graduate student in China education quality monitoring and security. Based on the research results at home and abroad and the basis of practice, depending on the method of the controlling key point in the economic field, using the empirical research method, survey was taken more than400students on Hunan area of universities, first-hand authority material at colleges, the graduate matriculate, graduate students education teachers, education management process, education management effect assessment and social participation in education evaluation method of strength and universities.Research shows that:at present our country master’s graduate matriculate is uneven, Funds of the postgraduate education is short and funding system is not perfect, the graduate student education teachers are unbalanced. Graduate students education management process is inordinate. Many other problems, such as inadequate education management effect evaluation, and social participation in college education evaluation are presented in front of us. These have become the biggest obstacle to enhance the quality of postgraduate education in China.In fact, to ensure the quality of graduate education in China is the key to improve the monitoring and security system to build. From the outside, building governmental dominant teaching quality assessment system, strengthening a country further through the evaluation of college teaching work of macroeconomic management and guidance, promoting educational administrative departments at all levels of attention and support for higher education, and school education in accordance with the law consciously kept a clear guiding ideology of running a school, improving school conditions, strengthening the basic teaching construction, strengthening teaching management, deepening teaching reform, improving teaching quality and school running benefit. This is the modern graduate education an inevitable trend. On the other hand, to strengthen the education of team construction, the establishing a scientific quality standard, strengthen the construction of administration system, innovating the management means, to complete the management of all aspects of quality supervision and feedback, can make the postgraduate education from the moving law of its oneself in real development and improvement.
