Rural social and economic development must be to enhance the farmers’overall quality. As early as in the1920to1930s, some educators have advocated and carried out the Rural Education Movement, would like to take this transformation of the countryside, and farmers, promote rural social and economic development. After the founding of the nation, our country advocate higher education leading to the countryside carried out the workers and peasants of tutoring and literacy campaigns. Since the reform and opening up higher education for the "San Nong" has more and more attention. In2004, the Ministry of Education, officially launched the "One Village One Student Plan" by the China Radio and Television University for the first line of the rural culture to retain the rural "practical and useful" scientific and technological and management personnel. Hubei Province in2008officially launched the "One Village One Student Plan", Huazhong Agricultural University, bear correspondence education mission of the "One Village One Student Plan".In this study, a survey of Hubei Province,"One Village One Student Plan" the status of correspondence education personnel training, the problems presented correspondence education personnel training mode to optimize countermeasures. A field inspection of Huazhong Agricultural University, Xiangyang, Xiantao, Hannan, Guangshui, Tianmen5teaching point’s correspondence of teaching and management, students and management staff conducted a survey and in-depth interviews. The questionnaire survey:found that students generally find older and cultural foundation, the problem between work and study contradictions, and differences in learning ability among individuals; nevertheless, students on the "One Village One Student Plan" overall evaluation of personnel training, said satisfied with the overall evaluation of learning outcomes "One Village One Student Plan" agreed. In the interview, the managers that the main problems in the implementation of "One Village One Student Plan" is:(1) enrollment system is imperfect, omissions many students;(2) complex biogenic structure mobility;(3) students learn there are utilitarian;(4) obvious contradiction between work and study, students difficult to manage;(5) after the students graduated without appropriate policy support. The participants recognized that:(1) student basis, to learn there are difficulties;(2) practice teaching hours, student needs;(3) Face-to-face time is short, knowledge needs to be further consolidated;(4) a single form of teaching, affecting the students’enthusiasm. The problem analysis through correspondence education, training, optimization of existing personnel training mode countermeasures:(1) amend the training plan;(2) building a scientific and rational curriculum system;(3) combined with farming, the flexibility to adjust the teaching arrangements;(4) to mobilize the enthusiasm of students to explore a variety of instructional mode;(5) to improve the practice of teaching system, strengthen the ability of students practice;(6) strengthening the construction of teaching materials, the preparation of professional materials for application of the "One Village One Student Plan". The article also attempts to put forward the innovation of existing models, a combination that is, to academic education and vocational training, using face-to-face, self-study, discuss and practice the "four-in-one" teaching model for students to take the government, township, school The "three-line management" mode, the students knowledge of the knowledge, skills, comprehensive ability,"unity, progressive professional quality training efforts for rural culture literate, skilled and business management, good management of a new type of professional farmers.
