Comparing with the young students, the learning objective, contents and methods of adults who study in evening university and correspondence education showed a strong self-orientation. They require a greater degree of self-determination options. In addition, the contradictions between the working times and the learning times of adult learners have become more and more serious; they need more flexible free time to study. Anecdotal evidence suggests that the traditionally education (There are no online course) are not able to ease the contradiction. It has been found that online course could be solved the conflict between working and learning of the adult students in evening university and correspondence education. Therefore many academies which engaged in adult education brought in online courses model. Quality is the lifeline of adult higher education, how to ensure implementer quality of online course becomes a vital problem.At present, evening university and correspondence education for implementing the quality of network curriculum evaluation standard and system are mostly aimed at the network courseware quality evaluation. It is paid little attention to the implementation of network course of process quality evaluation by the researchers. In addition, these evaluation standard and system are mostly the Summarizing evaluation, the lack of thoroughly process guidance and supervision. These problems in a certain extent have affected the evening university and correspondence network course evaluation of the reliability and validity. Currently the capability maturity model that prevails in software development and production process to insure the quality of software have provided a good reference and reference to solve these problems in theory and in practice.Capability Maturity Model (CMM) is a system method that was used to improve the software process and evaluate the software process Capability. This model not only can be used to evaluate software organization development software process capability maturity level, more important is that it is able to let the software development organizations through a series of key process areas and key practice activities, filtering software process improvement, which guarantee the software quality. This paper referenced capability Maturity Model theory and combined with evening university and correspondence education adult students characteristic, evening university and correspondence education law of development and practices, the Online Course Quality Maturity Model Based on Evening University and Correspondence Education(OCQMM) was built. And we examined the usability of OCQMM, with the Vocational and Continuing Education College of Yunnan University for an example. This model is not only for assessing the implementer quality of online courses in Evening University and Correspondence Education, more importantly, it can guide the institutions that engaged in adult education use of online courses to meliorate the implementer process, so that to improve the implementation quality of online course.
