How to combine the Jilin Province’s economic and social development and make full use of existing social security resources to solve the pension problems of the rural elderly, and to establish a rural old-age security system, the important issue of the academic community.Empirical analysis on the basis of analysis in the literature on the historical evolution of China’s rural old-age security, the situation of the rural old-age security in western Jilin Province to make a preliminary description of the status quo of the old-age security in western Jilin Province, and the analysis of security System Problems and influencing factors, while drawing on the summed up the experience in building in the advanced areas of rural old-age security. And then the construction of the idea and the basic framework of the west of Jilin province of rural old-age security system, and further refine the proposed policy recommendations to improve the rural old-age security system in Jilin Province.Can draw the following basic conclusions:According to this study in West Jilin Province Rural Aged single, focused on the family pension, collective pension these two support methods; Jilin Province, western rural old-age security level is low, maintained at the level of basic food and clothing, result in a lower material standard of living of the rural elderly; Jilin Province, western rural old-age security in the form is concentrated in the material security, the lack of spiritual solace and life care, and the west of Jilin province of rural elderly and poor health see a prominent problem. Given the financial situation is tense in Jilin Province, but resource-rich society, this article and reasonableness of the west of Jilin province of rural old-age security system should be fully carry forward the traditional virtues of the Chinese nation, respect for the old management for the elderly since the Hong Kong Sanatorium and family pension on the basis of a reasonable rural social endowment insurance system, while strengthening the rural community endowment building, to form a multi-pillar of the rural old-age security system.
