Dezhou music education reformed in primary and secondary schools in the2001national implementation of the "new curriculum standard and comprehensive development", and began to carry out the new curriculum reform experiment in2002. To update the concept of education, improvement of teaching methods, teaching curriculum system reform and a series of problems have become Dezhou educational circles attention hot topic. Along with the deepening of quality education to carry out a wide range of primary and secondary school music education, to put forward higher request, under the background of new curriculum standard in middle and primary schools of Dezhou, the new music curriculum standard implementation and the music courses rate rise steadily, music teaching equipment is increasingly perfect, extracurricular extracurricular music activity has become increasingly rich and colorful.However, in many of the achievements obtained at the same time, we also must be calm to reflect on and analysis, the present music education in primary and middle schools in Dezhou, still has not adapted to the development of the times, the area music education level presents a lopsided development posture, ignore, neglect of education phenomena in practical music teaching process is existence of different level--the school music education equipment and funding issues, the music teacher seriously insufficient, these negative factors still exist in the implementation of the new curriculum. All these of existence of the problem, that will become Dezhou city primary and secondary school music education overall development obstacle, the above phenomenon should cause our attention.In view of this, this article adopts the method of literature, interview, questionnaire investigation and sampling method, statistical method and analysis method, comparative method, to Dezhou primary and secondary school music education present situation investigation and analysis. Taking Dezhou city as the main research area, select the Decheng zone and Development zone of representative in12middle and primary schools as the object of investigation. In the selection of sample, as much as possible to consider survey areas, schools and classes of typical and representative, but also take into account the difference between the regions. The main content of music teachers, music curriculum present situation, teaching facilities status, management of primary and middle schools, extracurricular activity present situation of primary and middle school were investigated. The findings were statistically analyzed, and according to the findings reflected existing problems, the article puts forward the corresponding countermeasures--strengthen the teachers team construction, improve the effect of teaching; renewing the concept, reflect the value of music education; strengthen the teaching equipment, improve education quality of teaching; creation music education environment, to music education a development space, etc.This article through the Dezhou primary and secondary school music education present situation investigation and in-depth analysis, to promote Dezhou primary and secondary school music education developing steadily have certain practical significance and guiding significance for the education sector--to decision makers in the education reform for reference, and to the forefront of education for primary and middle school music teacher education teaching work, improve their own quality and ability of the scientific research provides guidance.
