The middle management cadre of the university decides the level of university management and the benefits of school. Strengthening middle cadre management can improve their integrated diathesis and create first class university.By studying the characteristics of management in colleges and universities and the contents of performance appraisal for some middle level cadres in administration, the thesis establishes a new performance appraisal system, probing to the current problems still existing in the performance appraisal system for some middle level cadres in administration in colleges and universities."Performance appraisal system of the middle management cadre in Tianjin universities".10-level targets have been determined, and analytic method are used based on this. Multiple measures are employed to achieve this goal,such as achievement analysis, public survey, interview, comprehensive evaluation, to ensure the objectivity and justice of the performance appraisal system.The new performance appraisal system overcomes the disadvantages that the purpose of assessment is not clear, indicator system is not scientific, and performance appraisal rules are in deficiency that are common in previous evaluation system, and takes use of the target management theory, detailing the elements of assessment. At the same time, in view of the present situation, the erroneous zone and the certain practice problems are summarized, and the corresponding countermeasure and the suggestion are proposed. In order to be comprehensive and objective, this research threads up the characteristic and management reality of the middle management cadre in universities.
