Since late1990s, some junior colleges in medium-sized or prefectrural citeis made every effert to get upgraded to undergraduate universities to meet the local social and economic need for human and intellectual resources in the economy structure adjustment and the higher education popularization. In this process, with the expanding student enrollment, more teachers are needed for the demand of scuool running and higher-level teaching. But in the local new universities, the quality of teaching staff is unsati-sfactory due to their deficiency of expereince, guidelines, fund, reputation and management in undergrauate program. G university, as one of them, faces the same problems, such as liminted choices, rigid regulations, administration interference, deficient fund and system of application, stimulation and evaluation in teacher training, which are maily caused by the unsound system of teacher training and are getting worse and passive due to the lack of new teacher development program and the aftereffect of former training practices, and yet because of the absence of training management based on human resource study and the ignorance of teachers career development based on individual need or plan. Since these existing problems should impede the unversity’s teacher training management and the development of teaching staff, the related system must be improved and optimized to better the teaching quality and the teacher professional development.In this study, on the base of the comprehensive investigation in the present situation and existing problems of G university’s teacher trainign, an optimized teacher training system, which is a full consideraion of the human resource management theories in higher education and the long-term programme, practical need and existing system of G university, is presented to the decision-makers. It is of pratical significance in G university’s human resource management and is a reference to the teacher staff development and reform in similar universities.
