Higher vocational and junior college education plays an important role in the process of popularization of higher education in China. They shoulder responsibilities of training personnel who will go to the front-line of production, construction, service and management. With the increasing of the number of higher junior and vocational colleges and the enlarging of the existing student scale, the problem of teaching quality has become to appear. As a necessary part of teaching management in higher vocation and junior colleges, inside monitoring system not only influence the level of teaching management and teaching quality, but also embody the educational concept and point out the teaching direction of these colleges. Therefore, building an integrated inside monitoring system is the only choice to guarantee the teaching quality of higher junior and vocational colleges.Based on the total quality management theory and the educational evaluation theory, this thesis adopts methods of documentary analysis, comparative analysis and interview survey. The thesis analyzes the current situations and the existing problems of the inside monitoring system, and then makes a further analysis of the cause of these problems. Taking this as a basis, the paper expounds ways to construct the inside monitoring system. The last chapter is a case analysis, which takes the Guangxi College for Preschool Education for example, discussing the practicing and improving of the inside monitoring system in higher vocational and junior colleges in China.The inside monitoring system of teaching quality in higher vocational and junior colleges consists of three components, which are system of goals, system of organizations, system of institutions. These three components ensure the smooth operation of the inside monitoring system. In the process of operation, the action of planning, supervising and controlling coordinate with each other, which accelerate the improvement of teaching quality. We should pay attention to the following points:first, the fixation of monitoring aspects and points; second, the perfection of information operating system; third, the time-based evaluation; fourth, the continuous improvement.
