A Research On The Issue Of Stadiums Opening-up Of The Primary And Junior Schools In Beijing’s Urban Area

By using the methods of literature research, questionnaire, local investigation, mathematical statistics and interviewing experts, this paper mainly takes a study into the opening-up situation of the stadiums of primary and junior schools to public in Beijing.Through the analysis of the current situation, the factors that influence the opening-up are concluded as follows:1.Only by strengthening the leadership of government, clearing the responsibilities of government, schools, public security offices and communities, can the policy of opening-up the school sport facilities to public have the long-term developing capability. Otherwise, it will lose its vitality in the long term.2. The majority of the stadiums in primary and junior schools are small and medium-sized. The comprehensive opening rates of all kinds of stadiums are all more than50%. The opening ratio and effect are in low level. The stadiums are mostly opened to the physical training classes and low-used rate stadiums, but the management measure is simple and lack publicity.3. The local economical condition has a positive correlation with the opening situation of the stadiums. The current sport fiscal subsidies cannot meet the needs of local stadiums.4. The stadiums see the deficiency of professional stadium managers, the shortage of fitness instructors, the defect of training and evaluation mechanism of fitness instructors, and the imperfect and unsystematic management regulations.5. The factors that influence the stadiums’opening-up are:the condition of facilities, the school’s investment on sport, the scale of stadiums, the geographic location, the safety problems of school and its facilities, the opening time, the fees and prices, the exercise awareness of local residents and the ideology of school leaders.Recommendations:1.Government should increase capital investment in venues of primary and secondary school, improve the physical laws and regulations, establish the sports fitness insurance system, and coordinate the work of the opening situation of the stadiums.2. School leaders should raise awareness of the stadium opening, select the style of opening and management and establish the system of comprehensive management of stadiums with the actual situation. Develop venues opening hours according to the teaching conditions, open sports facility to the greatest extent.3.Set up safe mechanism, the schools with sufficient facilities may isolate the teaching area from fitness zone; while those do not have insufficient facilities should strengthen safety inspections in the overlap region of the teaching area and fitness area and the safety education work to teachers and students4. Strengthen audit and training work of fitness instructors, improve the system of fitness staff guidance and make regular performance evaluation of their operational capacity. Absorb the introduction of sports talents, and improve the proportion of professional sports management at the venue management personnel.5. Strengthen the cooperation between schools and communities; let the community play an important role in the stadiums opened to the public by participating of the audit the fitness staff, campus security and venue management. Increase the propaganda of the stadiums among the community, students and teachers, particularly the low-cost network.
