Secondary vocational education is an important component of education, whose objectiveis: to train hundreds of millions of high-quality workers and millions of high-tech skilledtalents. To develop secondary vocational education are the important ways to put forwardeconomic development, promote employment, improve people’s livelihood and settle issues ofagriculture, farmer and rural area, and it is also the key link to relief the contradiction ofstructure of supply of labor.Since the reform and opening up policy is made, China’s secondary vocational educationhas undergone considerable development. Especially because the state has encouraged avariety of schools to participate in competition since the1990’s, Vocational education expandsrapidly and develops faster and faster. However, it should be noted that under the impact oftraditional mode of thinking and ideas of running a school, the quality of talents training is farfrom the requirements of socio-economic development. Therefore, in order to meet thecurrent needs of socio-economic development, we must continually strengthen the reform andexploration of talents training.Looking at the world’s historical development of secondary vocational education, either"dual system" in Germany,“Sandwich education” in England, or “cooperative education” inAmerica, each successful mode of talents training is mostly the successful educationalexample of school-enterprise cooperation. Through research and feasibility studies, we havereached this conclusion: only through the school-enterprise cooperation can the schoolachieve the goal of cultivating society-needed talents. School-enterprise cooperation is themost fundamental way for talents training of vocational education.It should be pointed out that the uneven level of economic development of China leads tothe differences among the service targets and industrial conditions of geographical vocationalinstitutions. This determines that the mode of its personnel training choices will be different inorder to meet requirements for the development of the local economy. Unfortunately, up tillnow, we haven’t found a mode of talents training in some country which fully suits China’snational conditions. Based on this, this essay’s main purpose is to learn from the extensiveexperience, proceed from reality, and explore and build our own talents training mode in vocational education.This paper is divided into four parts.PartⅠ. To introduce the background and significance of the topic and the condition ofdevelopment of secondary vocational education in recent years. And also to propose that themode of talents training is not only the basic problem of secondary education but also the keypoint of reform on vocational education. The mode of talents training in vocational educationin the future mainly makes use of model of "the cooperation between school and enterprise,the combination between work and studying". It not only reflects the inherent requirements ofthe vocational education training objectives, but also demonstrates the innovation ofvocational school personnel training mode.PartⅡ. To analyze the basic theories of vocational school personnel training mode,including the content and characteristics of training mode in vocational schools, the conceptof quality and talents training mode. Finally the article propose the ways and modes what weshould adopt in talents training mode in China’s vocational schools.PartⅢ. To clarify the current problems and the reasons for China’s vocational educationand it paves the way for proposing the reform issues on vocational education.Part IV. Based on the investigation from the theoretical perspective into the reform oncurrent mode of talents training in vocational schools, the article evidences and annotates theorientation and basic content of talents training mode in secondary vocational education withthe case of reform on talents training mode,"the cooperation between school and enterprise,the combination between work and studying" carried out in the department of image design ofWeihai Industrial&Technical School. The paper tries to refract and reflect, from theperspective of practice, the problems of current training mode and the necessity of reform. Italso explores the reform on the current mode of talents training in vocational school. At last itproposes that the key point of the reform on the current mode of talents training in vocationalschool is "the cooperation between school and enterprise, the combination between work andstudying". The article gives suggestions about how to set up such training mode, too.
