The key of school education is the interior leadership system of the school and itdecides the school leadership structure, which directly affects the efficiency of leadingmanagement of the school. China and South Korea have similar culture background andthey both attach importance to school education, where public primary and secondaryschools construct the principal part of elementary education, Based on the fact that thepresident responsibility system is adopted as the internal leading system in these schools,the internal leading systems of public primary and secondary schools in China andSouth Korea are taken into comparison in order to provide more beneficial guidance forthe reform practice of interior leadership system of public schools in China.This paper consists of the following five parts:In the first part, the associated concepts of the research are investigated andreviewed. The research methods of literature study, interview method, historical andcomparative research are adopted. The related concept is defined.In the second part, the theoretical foundation of the research is expounded.In the third part, the development processes of internal leading system of publicschools in China and South Korea are compared. The general situation of elementaryeducation as well as the development and change of the school leadership system inthese two countries are studied.In the fourth part, the internal leadership structures of public schools betweenChina and South Korea are compared. The president responsibility system and thecommittee system adopted in these two countries are mainly compared. The differencesbetween the principal selection and appointment function and power, responsibility andtask and the function of committee are analyzed.In the fifth part, the problems in internal leading systems of public schools inChina are mainly analyzed. By taking reference of the internal leading system of publicschools in South Korea, some advices are provided for the reform of internal leadingsystem of public schools in China.
