Primary school education is an important part of the basic education. Primary school is the acceptance of the initial stage of formal education school.General6--12years is the age of primary school children. In the present stage, primary school education keeps for6years in our country. Quality education is the education, the purpose of which is to improve the overall quality, forming perfect personality, enhance consciousness, develop good character. Primary school education has the education of music, sport and other aspect in subjects. Before the rapid development of television culture, primary school education is the first stage of civilization. It offer the education of recognize the society to the child with no common sense of society. So the teaching was based on the rudiment stage. Now TV earlier involvement in children’s life, the students of the primary school stage have accepted the complex television culture education. The traditional primary school textbook, teaching method and teaching of television culture obviously lags in more "mature" pupil. This paper studies the theory and the core concept is discussing the relationship between television culture and the subjects of quality education in primary school, based on the current environment of TV culture influence.Quality education is the basis of social development and the actual needs, to improve the basic quality of students as the fundamental purpose. The primary will be the future owner, is the revitalization of the Chinese main army. Their knowledge structure, overall quality should be distinguished from the past and adapt to the future; their psychological potential should be fully understood and maximize. Elementary education should pay more attention to cultivate their enthusiasm and creativity, pay more attention to the cultivation of initiative spirit and self control ability. While the TV culture education infiltrated, the ability of students will be effectively improved.Through investigation and study, we found that contemporary students every day in front of the television viewing time is very long. Television has become an indispensable activity for primary students. This topic from the findings of the analysis proceed with, discussed environment of TV culture development in the past few decades, TV culture on the impact of quality education in primary school. According to the situation of the present TV culture and quality education in primary school subjects combining, there are some problems in the integration between primary school education in subjects such as music, art, physical education curriculum and television work. Many teaching without the use of television media, some even use can not fully play TV features, most still use the traditional teaching mode, teaching method to impart knowledge. These are not conducive to quality education better and faster development.This paper puts forward the corresponding measures to solve the specific problems. Through the situation setting, emotional infection, perceived ability, to play a character, elaborated the guide and improve of TV culture in quality education in primary school subjects. According to this, we summarize the TV culture and how to improve the pupils’ability of aesthetic appreciation. Such as to know the TV culture basic audio-visual art, see TV culture of their own advantages, so that the television culture is distinguished from other disciplines, is a kind of education, is a kind of dialogue, exchange, inspire, guide, interactive education, is easy to be accepted by students, influence the students by environment, promote the all-round improve, promote the development of education in our country.
