Ankang city is a poverty-stricken and economic underdevelopment mountainous area insouthern Shaanxi province. Since the total agricultural population of Ankang is more than3million,the overall quality of farmers directly determines the quality and level of Ankangdevelopment. For agriculture regions in China,the issues of farmers are fundamental in“Three Rural Issues”. Additionally, rural progress together with agricultural developmentalso depends on the quality increase of farmers, while the farmer quality ultimately depends onthe farmer education and training. Ankang agricultural broadcasting and television school,themost essential part in Ankang agricultural sci-tech education and farmer training system,play arole of agricultural sci-tech innovation diffusion and education of rural labors. Its corefunctions are to train and instruct rural labor, vocational skills training, and provide agriculturaltechnical services.According to the development course and current situations of Ankang agriculturalsci-tech education and farmer training for almost30years, the research were focused on theactual existed problems on farmer education and training together with the developmentprospects of Ankang agricultural sci-tech system. In order to solve these problems and makenew suggestions on the development of Ankang agricultural broadcasting and television school,provided certain comments and suggestions to make best of the farmer training which makesvital differences in rural economy and social progress.The research was carried out by means of material collection, comparison and statisticalanalysis. All of research works were divided into four parts to complete.The first part briefly reviewed the past30-year-development of Ankang agriculturalbroadcasting and television school. Introduced the background of school setting up,analyzedthe stages and characters of the school development, as well as the status and role of school inAnkang agricultural sci-tech education and farmer training system. Based on the actualsituation of the development course, summed up the experience,found the "bottleneck" factorsand its causes in school development.The second part studied the key factors that influenced current agricultural sci-techeducation and farmer training. The factors were including the deployment mode and operation mechanism of training institutions, the quality and function structure of sci-tech personnel, themethods, contents and effects of training, the transfer of rural surplus labor, the attaches degreeof government, the establishment of training systems and mechanisms, the awareness,participation purposes and demands of training,the sources and protection of funding, thehardware facilities and teachers of training system, the allocation and utilization of resourceetc.. Compared and analyzed the current situation of agriculture sci-tech education, rural laborvocation technology training and the new peasants cultivating, aimed to find the optimaldevelopment modes. The results indicated that the contents of agricultural sci-technologyeducation and training must be closely integrated with the feasibility, necessity andadaptability demands for agricultural leading industries development, together linked the actualneeds of the farmers training. It’s very necessary to adopt effective measures andcountermeasures avoiding problems of current the farmer training such as excessiveconcentration of training institution, rare training resource and bull management andmonotonous training contents and methods.The third part prospected the development trends of Ankang agricultural broadcasting andtelevision school. The new ideas, new frameworks and new models of development were putforward. The future development of school were including the work positioning, the scientificand systematic curriculum system, the innovation of training methods, the enhance of trainingeffectiveness,the application and popularization of the typical training mode, the cultivate andbring up of agricultural leading talent, the tasks and the development trend of the agriculturalschool.In the paper last part, the conclusions were gotten based on the analysis of the past andpresent development situation of Ankang agricultural broadcasting and television school. Theconclusions are as follows: Firstly, the government attached and the relevant departmentssupported ensured the normal development of farmer training. Secondly, the integration ofresources and cooperation of departments was the key to sustainable development. Thirdly,thinking clearly and positioning accurately was a prerequisite for development. Fourthly,system improving and strength increasing were the basis for the development. Fifthly, reform,innovation and the field broaden was the growth points of sustainable development. Sixthly,ensured and improved the quality was the lifeline of the development.
