The question of the investment in human capital of rural labor so as to promote rural labor to non-transfer has been a hot issue in academia, and also will play a very important role in setting up the socialist harmonious society. Because the income gap between urban and rural areas is an important reason for the social disharmony, investment in human capital of low-income groups is the fundamental way to eliminate this kind of discord, and investment in education is the most important content of the investment in human capital. Hunan rural education investment and the rural labor transfer to is the object of the study. First, analysis of background as well as theoretical and practical significance, and then review the existing investment in rural education and the transfer of rural labor relations research to define the concept. Described the theoretical basis of investment in rural education, the promotion of labor transfer, respectively, analysis of the status quo situation of Hunan Province, rural education, investment and labor transfer, on the basis of the content in front investment in education to promote labor transfer mechanism. Using the province’s decades sequence data to do a regression of measurement, quantitative analysis of the role of investment in rural education, labor force transfer, and provide a reference for the investment decisions of rural education in our province.Hunan Province as a major agricultural province, the transfer of rural labor employment in recent years highlights the following characteristics:migrant workers, mainly male labor resources, mainly in the21-30age segment of young adults from the age structure the main; migrant staff qualifications characteristics into a spindle-shaped, of which the largest number of secondary school education; mainly to the production of transport equipment operators and related workers transfer of industry from the transfer of the geographical point of view, province-based, supplemented by the Township within. On the basis of the analysis of relevant characteristics, and further pointed out that the transfer of the outstanding problems in Hunan rural labor, mainly:low cultural quality of the rural labor force; low level of urbanization, to absorb the rural labor force is not enough; rural labor employment system not perfect, the rights of migrant workers to the lack of protection.Rural education investment in Hunan Province on rural labor transfer the role of empirical analysis, combined with the actual situation of Hunan Province, the use of the province’s ten years time series data for the measurement of regression obtained Hunan rural education investment growth rate of rural labor migrant number of growth rate was significantly positively correlated, indicating that investment in education to accelerate the outflow of rural labor force in Hunan province, this conclusion is verified role in promoting the transfer of rural education investment in our province for labor. Finally, based on the theoretical and empirical research, this paper put forward the following policy recommendations:First, Investment in basic education in rural areas; to strengthen the rural vocational education investment and the investment of adult education; to perfect the mechanism of transfer between non-agricultural education and agricultural laborers.
