The construction of the socio-economic hundreds of millions of high-quality workers, is an important responsibility of the secondary vocational schools. However, due to China’s secondary vocational school many of which are based on general secondary schools converted from the existing level of the teachers is difficult to achieve technology, skills training of personnel; some old specialized secondary schools, technical schools also face serious Teacher aging, lean and other issues. Therefore, within the existing system, to explore the skilled personnel to the vocational school part-time teachers to solve this problem a breakthrough.Although the state to solve the problems of vocational education introduced a lot of files, provides a convenient, but is still facing a lot of problems in the implementation of employment of part-time teachers for vocational schools. In this paper, a combination of questionnaires and interviews, more detailed understanding of the status of part-time teachers for vocational schools and their management, Explore the existing problems, discuss the causes of the problem from three aspects of the government, vocational schools, part-time teachers. Proposed the establishment of a government-led, vocational schools as the main platform of part-time teachers. Straighten out the relationship between vocational schools and part-time teachers, to adjust the distribution of benefits, the formation of the government, practical vocational schools, part-time teachers to participate in enterprise support information exchange system of part-time teachers, with a view to the efficient management of part-time teachers make feasible suggestions.The paper is divided into five parts.The first part is an introduction. Around Why study this question, What is the significance of the research status, research ideas and methods, concepts defined and all aspects of macroeconomic analysis and system combing secondary vocational school part-time teachers, and lay the foundation for further study.The second part of the analysis from the point of view of the theory and practice of the necessity and importance of part-time teachers, the theory of operating costs, contract theory and incentive theory, demonstrated the necessity and reasonableness of the presence of part-time teachers in secondary vocational schools, and from the nature of vocational education, practice and international comparative point of further elaborated urgency at this stage to strengthen the construction of part-time teachers in secondary vocational schools.The third part, on the basis of questionnaires and individual interviews with25vocational schools in Xi’an, from the point of view of school administrators and part-time teachers to understand the current situation of the management of part-time teachers of vocational schools, secondary vocational school administrators for the management of part-time teachers do not attach importance to the lack of management mechanism, part-time teachers in the teaching ability and stability is not strong, poor stability.The fourth part, from the government, vocational schools, part-time teachers, explores the problems of part-time teachers. Government level, too macro-policy documents on part-time teachers, principles, implementation operability is not strong, difficult to find the appropriate policy basis for the management of part-time teachers; school can’t correctly understand the importance of part-time teachers, as the part-time teachers for temporary workers lack of standardized management, rude and simple, can’t retain talent; greater mobility of part-time teachers, part of the part-time teachers is not high quality, need to receive systematic training.The fifth part, the recommendations for improvement made on the problems. Improve the management system for part-time teachers, and recommended the establishment of a talent exchange platform led by the Government, school participation, to ensure that the interests of the part-time teachers, effective management of part-time teachers to coordinate the relationship between the parties.
