To strengthen the management of part-time teachers is the need to achieve the target of higher vocational education, the target is cultivate high quality technology applied and skilled talents. It’s also the need to improve the teachers’structure, improve teaching quality and the sustainable development of vocational colleges. In the period of the quality building of higher vocational education in our country,make a research on the management of part-time teachers in vocational colleges is of great significance. In this paper, the author used the interviews as the main research method, supplemented by literature research method to make a pectination of the part-time teachers’position in higher vocational education and the current policies and regulations about the part-time teachers. In addition, the author explore the management status and the problems existing of part-time teachers’management in vocational colleges by interviewed a number of part-time teachers and their managers in Shanghai, then deeply analyses the reasons. Based on the advanced experience of other vocational colleges in our country, the author put forward some operable counter-measures and suggestions, that is aim to improve the part-time teachers’ management of vocational colleges in Shanghai.The main contents of this paper include:The first chapter is the introduction part, in this chapter describes the necessity, significance, state of research,research design and define the relevant concepts in this paper.The second chapter, using the method of literature, analyzes the positioning and the importance of part-time teachers in higher vocational education, at the same time, summarized the current policies and regulations about the part-time teachers. The third chapter is the empirical research part, using the method of interview, understanding and grasp status quo of the part-time teachers’management, mainly concentrated in part-time teachers recruitment, the part-time teachers’teaching, part-time teachers’assessment, training and incentive five dimension. The fourth chapter is based on the management status quo of the third chapter, analyzed current problems of part-time teachers’ management in vocational colleges and their root causes. The fifth chapter, using the method of literature, summarized the advanced practice and experience in part-time teachers’management of some demonstrative vocational colleges in our country,that provide a reference for countermeasures and suggestions which put forwarded in the subsequent sections. The sixth chapter is the part that put forward the countermeasures and suggestions, the author puts forward countermeasures and suggestions from the internal and external part, that is aim to improve the part-time teachers’management of vocational colleges in Shanghai. The internal part is the improvement of the school management mechanism, the external part is the institutional environment optimization.In this paper, on the basis of policies and regulations in the written form, focusing on the research about the management of part-time teachers in reality, put forward some countermeasures and suggestions for the existing problems, in order to provide the operable practice reference for the improvement of the management system in the employment of part-time teachers, teaching of part-time teachers and evaluation of part-time teachers, etc.
