The21st century is a period of knowledge-based economy. Knowledge innovation hasbecome the decisive, dominant factor of productive forces’ development. Colleges anduniversities play an important role in the national innovation system, not just the supply oftalent for society, but rather through its innovation activities to promote social, industrial,scientific and technological progress. There is one concept closely links the activities of ourcountry and college knowledge what named―Conversion Rate of S&T Achievements‖; and itis a key-index of university knowledge activities. In this paper, the efficiency of universitytechnology transfer is used to reflect universities’ contribute to society, through the statisticaldescription of current status and SFA method, by the panel data of1997-2009to study theefficiency of university technology innovation and their single factor efficiency. Furthermore,a thorough analysis of internal and external factors affect is proposed. Finally combined withChina’s realities, it made reasonable suggestions to enhance efficiency and technologicalinnovation.The results show that technology efficiency is48.49%in average during the reviewperiod, and staff efficiency and capital efficiency are also in a low level (38.79%,48.66%),while the most of staff efficiency are relatively higher than the capital efficiency. From aregional perspective, provinces in higher single factor efficiency of staff and capital are moreconcentrated in central region, but their staff and capital investment are low absolutely. Theclustering results also enhance the efficiency of university technology innovation based ontechnology transfer is often a gradual improvement of management technology, staff andcapital efficiency difference gradually decreases. In the analysis of effects of efficiency, bycalculating the description of the regional institutional environment, the proportion ofvocational staff, the number of research projects and a number of research institutions, weshow that they has a significant positive impact, but the technological opportunities,innovation level of enterprises have a negative impact, and local development level and theproportion of the allocation of capital did not pass the test, indicating that there is nosignificant relationship. Meanwhile, analysis of eight effects also increases the level of staffand capital investment in research and resource management; it will be of great significancefor improving the efficiency of the university’s research.Innovation capability of local enterprise is weak, while most of high-quality andinnovative resources are distributed in universities and research institutions. Therefore, theyshould help enterprises to seize the upper reaches of the mainstream products through effectively research cooperation and technology transfer mechanisms; however the reality isnot optimistic. Our universities did not play its due role in convert technological achievementsinto practical productive forces. This study also confirmed that our government shouldcontinue to increase the input, and at the same time, the more important thing is that improvethe effective of staff and capital investment.
