Research On Question Of Cultivating Advanced-skilled Talens In Guangzhou

Being an important component of talent team of our country, advanced-skilled talents arethe significant force for promoting technological innovation and realizing transformation ofscientific and technological achievements. To speed up the construction of advanced-skilledtalents team is critical to the core competitiveness and the reinforcement of overall strength ofour country. It is an important measure for implementing the scientific concept ofdevelopment, implementing the strategy of reinvigorating China through talents developmentand building an innovative nation. Along with the upgrading of the industrial structureadjustment, training of advanced-skilled talents has become an important issue which iscritical to the strategy. Strengthening the construction of advanced-skilled talents trainingsystem is of great significance to speeding up the optimization and upgrading of industry,improving the enterprises’ independent innovation ability, converting to relying on scientificand technological advancements and improving the quality of our laborers for economicconstruction, realizing the rapid, continuous and coordinated economic development toconstruct the socialist harmonious society. But the serious insufficiency of advanced-skilledtalents nationwide, especially in the Pearl River Delta region makes internal human resourcestructures of enterprises unreasonable and makes it difficult to convert advanced science andtechnology, engineering design and modern management to high quality products or servicesquickly, thus seriously influencing the enterprise competitiveness. The demand from realityand the lacking of talents bring us a serious subject of speeding up the training ofadvanced-skilled talents. Based on the reality of Guangzhou, this article makes a deepresearch from the point of view of the government functions.Combining his working practice, the author makes study on the current situation andexisting problems o cultivation of Guangzhou advanced-skilled talents by using documentalanalysis, comparative research, empirical approach. From the point of view of publicmanagement, the author makes research on how to further strength the construction ofcultivating system of advanced-skilled talents by combining advanced experience of foreigndeveloped countries on advanced-skilled talents training and the reality of development of oureconomic construction and the current situation of advanced-skilled talents cultivation. Theauthor puts forward some countermeasures and proposals to cultivate advanced-skilled talentsof urgent need and develop Guangzhou human resources of skilled talents and promoteemployment.
