The Research On Current Situation And Countermeasures Of High-skilled Talents Construction In Hubei Province

China's economy is now at a crucial period of transforming its mode of development,optimizing its economic structure and changing its growth momentum.It is necessary to actively build up an army of knowledgeable,skilled and innovative laborers and carry forward the spirit of model worker and craftsman.With the economy of Hubei entering a period of New Normal,high-skilled talents are playing a more and more important role in adjusting the industrial structure and promoting the development of science and technology in Hubei Province.In the face of major historic development opportunities of in Hubei,in order to closely follow the strategic needs of regional development,it is especially important to establish a contingent of high-skilled talents quickly,because high-skilled talents can provide human resources guarantee for the economic and social development in Hubei.The research mainly adopts literature research methods,questionnaire survey methods,interview analysis methods,comparative research methods,and statistical analysis methods.It is based on Hubei Province's historical development opportunities of “building a fulcrum and taking the lead” and taking up the leading position of central China.The current situation and countermeasures for the construction of high-skilled talent teams are fully studied.The paper hopes to provide reference for the scientific planning of related departments in Hubei Province,and provide strategies for the tripartite exploration among of governments,enterprises,and universities so that it can establish a collaborative innovation mechanism for building high-skilled talent teams.In order to better propose practical and feasible strategies and suggestions for building a high-skilled talent team,the paper focuses on the basic experience of building high-skilled personnel teams in Germany,Australia,Japan,and threeprovinces and cities,including Jiangsu,Tianjin,and Guangdong.To summarize the inspiration for the construction of high-skilled talents in Hubei Province.The paper believes that the building of a high-skilled talents team in Hubei should adhere to the combine both talents introduction and development,traditional industries and emerging industries should go hand in hand,and excelent high-skilled talents should be selected,educated and trained,and adhering to the collaborative innovation of stakeholders such as governments,enterprises,and institutions.The paper has put forward suggestions for building a high-skilled talents team in Hubei Province from four aspects of government,enterprises,institutions and the society.Through the field survey in many areas of Hubei Province,it is found that the team of high-skilled talents in Hubei Province has basically taken shape and is under continuous development and construction.The major problems are the difficulties in the introduction of talents,the serious loss,the low overall quality,the lack of innovation capacity,the uneven distribution of industries Prominent demise of folk artists and other prominent issues.After fully analyzing the basic experiences of the construction of high-skilled talents in Germany,Australia and Japan,as well as the three provinces and municipalities in Jiangsu,Guangdong and Tianjin,combined with the basic conclusions drawn from the field research,this study concludes that,in order to soundly and quickly achieve the goal of building a team of high-skilled talents with a high overall level and a strong innovation capability,Hubei needs to build a model for the construction of high-skilled talents in Hubei Province from the four levels of government,enterprises,universities and society.This model of linkage is mainly embodied in the government's efforts to formulate the laws and regulations on high-skilled talents and relate policies,and the enterprises should improve the channels for the completion of high-skilled talents in posts,the vocational training system,the universities should try to optimize the education system of highly skilled talents and the society must reform the old and stereotyped ideas and concepts,contribute to develop the social atmosphere of respecting high-skilled talents.
