Being an important component of the talent team of our country, high-skilled talents are the significant force for promoting technological innovation and achieving transformation of scientific and technological achievements. High-skilled talents also play an irreplaceable and vital role in enhancing enterprise competitiveness、promoting technological innovation and achieving transformation of scientific and technological achievements. However,during the integration process of Beijing-Tianjin-Hebei Region,problems of cultivating high-skilled talents have been revealed,like the lack of number,uneven distribution and the imperfection of the cultivation mechanism of high-skilled talents. These problems become bottleneck of the development of the society and economy as well as the economic growth pattern. As a result, it becomes quite urgent to find a proper way to cultivate the high-skilled talents.The research analyzes the current situation of the high-skilled talents cultivation mechanism in Hebei,introduces major measures in cultivating high-skilled talents as well as problems. What is more, the reasons that cause these problems are also revealed under the particular provincial condition of Hebei. This research is mainly about the construction of high-skilled talents cultivation mechanism through analyzing the demanding,cultivating, evaluation and incentive measures. This research also uses experience of foreign countries and more developed cities in China as reference,making requirements and countermeasures from the aspect of the government. These analysis and study lay emphasis upon several aspects,including investment,relationship between schools and enterprises,the evaluation and stimulation of the high-skilled talents team.
