To train high quality teachers in order to improve the quality of education has become the common aspiration of the education reform of the countries all over the world in the21st century. The cultivation of high-quality teachers depends on teacher education, teacher education includes both pre-service education and continuing education. Continuing education is an important mode to improve the quality of teachers. The teachers’ continuing education has a variety of modes, in which school-based training is more commonly used as a model for national education institutions.In the process of the practice of school-based training in china, some problems exposed. Such as the teachers who attend school-base training lack enthusiasm, the content of training is out of practical teaching, the training method is lonely, and so on. Because of the different geographical cultural and the level of educational development, the manifestation and the seriousness of theses problem is also different. It is necessary to strengthen the localization studies in order to make the school-based training more targeted. In view of this, the research takes the primary schools’ mathematics teachers of Tianjin as the object of study. Survey the circumstances of the primary schools’ mathematics teachers’ developing need and school-based training of Tianjin and to understand the current situation and analysis the problems in the school-based training then propose the recommendation..Survey found that the current school-based training of the primary mathematics teachers of Tianjin has the following questions. First, the primary schools’ mathematics teachers lack of understanding and awareness to school-based training. Second, the content and form of school-based training ignore the developing need of the primary schools’ mathematics teachers. Third, school-based training lack sound mechanism of management and indemnification. In response to these issues, combined with the actual situation of Tianjin’s primary schools and the developing need of the primary schools’ mathematics teachers, put forward the following proposal. First, strengthen the understanding of the primary schools’ mathematics teachers to school-based training. Second, take the content and method targeted combined with the actual developing need of primary schools’ mathematics teachers. Third, establish blameless mechanism of management and indemnification of school-based training.
