Teachers’ continuing education is not only the effective ways to improve the teachers’quality, but also the key to improve the quality of education. Currently, teachers’ continuingeducation has become a worldwide hot issue of theoretical and practical in education.Teachers’ continuing education needs should not be ignored, which can lead to theeffective implementation. To know about teachers’ real training needs, needs analysis fortraining as the first step in teachers’ continuing education system has a positivesignificance on perfecting teachers’ continuing education. Through sampling investigationto elementary school teachers of Liaocheng area in Shandong province, this article tries toreview the problems existing in primary school teachers’ continuing education from theperspective of learning society, and points out some measures to solve the problems.The theoretical basis in this study is teacher development stage theory, lifelongeducation theory and needs hierarchy theory. A rational analysis is taken on this basis.Firstly, the importance of the continuing education needs was described. Secondly, thebalance between task requirements and individual mission requirements is stressed. Thenthe relationship between the individual requirements of teachers and continuing educationtask requirements was sorted out. At last, it is pointed out that the continuing educationrequirement depends on the combining of the individual requirements of teachers andcontinuing education task requirements.For the individual needs of teachers, this paper collected teachers’ continuingeducation needs information in Liaocheng area by using the method of questionnaireinvestigation, interview method and literature research methods. The EXCEL was used forstatistical data and the social science statistical software IBM SPSS Statistics19was usedfor data analysis. Through the investigation and study of the sample data for teachers’demand, this paper firstly analyzed the reason, expectation and satisfaction of teachers’continuing education, and secondly collected elementary school teachers’ continuingeducation needs information in Liaocheng area from three aspects, which includes the contents and skills, form and teaching staff, time and evaluation and soon. In addition,through interviews this paper found that it is difficult to meet teachers’ continuingeducation requirements for current continuing education, then summed up the existingproblems by investigation.On analysis, the possible factors for the above problems might be;the lack ofcontinuing education policies and systems; the lack of understanding of the elementaryschool teachers and actual condition for training teachers and the misunderstanding ofpurpose and significance to take part in continuing education, etc. In view of the reasons,the following strategies are highlighted in the thesis: first of a11,improving teachers’continuing education related policies, strengthen the guarantee system of teachers’continuing education; secondly, increasing the funds investment, expanding the continuingeducation opportunities; thirdly, carrying out multi—channel,multi-level training forms;fourthly, to be people-centered, and pay attention to the growth of the international needsof teachers; fifthly, building up learning schools, emphasizing on the needs of teachers andenhancing the teachers quality; finally, establishing the notion of professional growth inthem,whose teaching career should be reasonably schemed....
