China is the developing country with large population of which a huge number of poor people and China is a socialist country. It is not only hard task but also the mission to highlight the system superiority to improve living condition of the poor. Poverty concept is an important factor to impact the living condition of the poor. It is the important method to establish and promote the correct concept of poverty for abating pressure of poverty on society and improving the living quality of the poor. The college students who have financial difficulty are special groups of poor people, and the impact on their lives by poverty concept is more obvious. It is easier to refer university students as research object for study the current situation of poverty concept and the different results of the different poverty concept. And it is helpful for revealing the mechanism of the impact on the poor.The survey conducted on243students who have financial problems and169who don’t in J university indicates that university students’ outlook on poverty is very simple, which is still like common sense, when identifying poverty, they tend to take themselves as reference, which leads to huge differences on standards of measuring poverty. However, the difference on poverty itself, generally speaking, is not such obvious between both students. Those who don’t have financial problems claim poverty has nothing to do with cognition, emotion and behavior, which seems to be scientific; but from the point of the other group’s view, poverty and emotion live as one, they highlight, or overstate the pessimistic experience. Meanwhile, the former who seem like positive survive more efficiently from poverty. Further analysis of the interviews:On the views of poverty impact of economic difficulties students through two interaction pathways, the mechanism of internal psychological and socio-cultural mechanismInternal psychological mechanisms, including the identity of the poor, the negative experience of solid and generalization, the forbear or compensation for the desire dissatisfaction. Social and cultural mechanism to follow the trajectory of the "poor viewâ†'social interactionâ†'the social (community) allocation of resourcesâ†'growth and development of the poor". Based on the internal and external mechanisms of poverty point on the poor, under realistic conditions of unable eliminating poverty in the short term, to establish and promote the cultural orientation of the poverty concept is a new path of anti-poverty and improve the poor living condition. This path highlights the responsibilities and values of the community in the anti-poverty, enlightens the Poverty theory and anti-poverty practice.
