Compulsory education is one of the great engineerings, to improve the national qualityand realize national rejuvenation. Although we have made a great achievement ofpopularization, the non-balanced-development problem of compulsory education is becomingmore and more serious because of history and system etc.The huge difference between regions, urban and rural areas, schools, groups badlydestroys the fairness of the compulsory education as a public good. The outline of Nationalmedium and long-term educational reform and development plan requires we must implementthe balanced development of compulsory education in urban and rural areas first. Theimprovement, which is incorporated into the legal track, has become an important issue in thefield of education and the important content of educational reform.Absorbing and drawing lessons from the predecessor’s researching results, we follow theprinciple of combining theory and Practice, investigate and think deeply, use literature method,questionnaire method, experience summary method, factor analysis method and otherscientific methods, and based on the education fairness, democratic education, resourceallocation theory, we select Chengyang district in Qingdao as a balanced development studyof compulsory education, analyze deeply the meaning of the balanced development ofeducation, the balanced development of compulsory education and the balanced developmentof compulsory education in prefectural region, make the empirical analysis of the status quo,problems and the factors that affect the development of compulsory education in Chengyangarea by the condition of running a school, teaching staff, funds, the quality of education andother indexes system.In the light of limitation of education idea, deviation of education policy, rigid educationmanagement system, and unbalanced education input, we put forward the Countermeasures.For example, we should firmly establish education idea of the balanced development ofcompulsory education,make policies about balanced development of compulsory educationin prefectural region, establish and perfect outlay guarantee system in prefectural region,increase the hardware facilities construction, strengthen the construction of teaching staff andimprove the level of the teachers.etc...
