"211Project" is the only national key construction project in the field of education in the "Ninth Five","Tenth five","Eleventh five"(1995-2000,2001-2005,2006-2010) of China. The construction project’s direct investment is the biggest in higher education from1949. There are16years from1995the project officially launched. To now, the third construction will complete in2012. What is the goal of "211Project"? Have we achieved the target? Are there some deviations during the construction? How to correct? Review and reflection to the "211Project" construction practice is important. It will reference to the future formulation and implementation of education policy, solution to the problem during the construction and national economic construction.Colleges and universities are the capital construction unit of "211Project" Evaluation index of the "211Project" construction practice include Academic Ranking of World Universities by Shanghai Jiao tong University, THE World University Rankings, Evaluation and ranking of national universities index, Ministry of Education disciplinary assessment index, Performance evaluation report index of Chinese colleges and universities. The first three indicators are for dynamic evaluation of the "211Project" construction process. The fourth and fifth index are for static evaluation of the "211Project" construction results. In addition, in this paper also analyzes the policy text of the "211Project".With the above indicators to evaluate, it is concluded that:At the academic level, colleges and universities of the "211Project" have made great progress in recent years, but ranked about200. There is still a gap between "211" universities and world-class universities in the academic standards. In the overall competitiveness, the United States and the United Kingdom are no doubt the power of education templates. Universities of Hong Kong are far better than that of Chinese mainland. There is no reasonable selection mechanism for "211Project" and narrow range of the actual selection of institutes. Management mechanisms are inadequate and resource utilization is not high. In addition, evaluation mechanism is not perfect and lack of process management. In view of these, the "211Project" should not be "closed the door" but clarify the concept, strict selection mechanism and strengthen management mechanisms. Besides, we should perfect evaluation mechanism and implement dual monitoring of the process and results. Only in these ways, the "211Project" will really begin to roll, improve resource utilization.
