Since urbanization is inevitable in a city’s development, studying the rural P.E. education during such situation is important in both theoretical and empirical senses. This study first conducts literature review in several aspects such as urbanization, rural P.E. education, and rural P.E. classes, etc. Then, using the literature review as a base, we use various academic research methods such as literature study, case study, interviews, statistical study, and logical analysis, to investigate the changes in population elements, education policy elements, and economic activities elements in the county of Lianjiang. With these results, we move on to examine how these elements have affected in the P.E. education in Lianjiang.Several conclusions are drawn after careful investigation and analyses. First, shifts in population have affected the student numbers in rural Lianjiang, making the number of elementary student decrease in the rcent history. The body of middle school students, on the other hand, has experienced a "inverse-U" shaped trend, where the population increases first then decreases later. Second, there are several major policy changes that have affected the P.E. education in Lianjiang. The "9-year mandatory education" policy is enjoying a period of high quality reaping period, which guarantees sufficient resources for RE. promotions. The "school merge" policy has led to a more concentrated pool of P.E. education resources; however, the sources within the merged schools may cause unnecessary waste. The "two-exempt one-replenish" policy and the rural mandatory education resource guaranteens have provided solid support for the daily operation in rural school and economic needs. In all, the investment on rural P.E. education has increased. Third, urbanization has brought about negative effects to the rural RE. education system. Some examples are wastes in the limited school resources and lost in educators. On the other hand, during the process of urbanization,, population shifts, education policy, and rural economic development have brought about positive influences in Lianjiang’s rural P.E. education system. For example, school equipments are supplied, the educator shortage is eased, and a portion of public funding for schools could now be devoted to P.E. education activitis.
