On The Urban Community Mass Sports Management

This thesis analyzes of the legality of urban communities’public physical and fitness programs, national fitness activities, National physique monitoring, urban communities’sports events, regional characteristics of the mass sports, and scientific public physical management in the urban community by taking Hongkou district in Shanghai as an example. The thesis holds these management contents as the public products provided by the government for the community. The aims of this research is to clarify the present situation of the mass sports’ management contents, explore the existing problems in the provided public products and propose possible solutions to them. This research is based on the New Public Service Theories proposed by Robert B. Denhardt. Firstly mass sports and related concepts are defined, and then the background and the connotation of the New Public Service Theories are illustrated. This thesis also proposes a theoretical framework on the relationship between the communities’ sports management and the New Public Service Theories based on the reinterpretation of the New Public Service Theories and its practice. The thesis further discusses solutions to how to enhance communities’sports management.This paper presents the deficiencies in the communities’sports management from the New Public Services Theories’perspective, and puts forward the core problems in community sports management, that is, the decisive factor, services. In order to explain the management problem the analytical framework of the New Public Service is also established to analyze the problems of urban communities’sports management including the inadequacy of government oriented nation-wide system, monopoly of management subject, insufficiency of mass participation, over emphasis on plans while less on practice, deficiency in social instructors, management lagging behind, sports awareness overlooked while format stressed, too much pursuit on bureaucratic achievements while public interests ignored, ineffective advertisement, inadequate monitor and appraisal system, low percentage of non-senior-citizen participation and lack of scientific instructions.There are some strategies to tackle these problems:to uphold the government oriented system and promote the pluralism of management; to establish an efficient coordination mechanism; to enlarge the crew of social instructors of sports and expand mass participation; to construct the service concept of "people foremost", strengthen theoretical studies and perfect law system; build a mechanism of public interests oriented resource sharing for multiple departments; and set up a mechanism of scientific physical exercise etc.
