With the arrival of new century, the society of China has entered into the new era of transition. Under the macro background of the intensifying reform of economy system, the Tertiary Education of China is having its great transition. The transition need not only to adapt to both the domestic and international economy and society development, but also a recreation of our own. With the focus of Tertiary Education reform moving down, the importance of university its own is rising. Facing the situation with both changes and challenges, the administrators of universities have to think about how to make things change. The history of developed country has suggested that the education reform will inevitably experience the process turning from the systematic and macro level to the school level The change is determined by the mission and function of the Tertiary Education its own, for the school takes up most of the mission of training people. Owing to the above-mentioned, this article is about the transform of universities and colleges, it analyzed the obstruction exists in the transformation and development of universities and colleges, to grasp the orientation of its transformation and to find the way to solve the problem. In order to do that, we make discussion about the challenges brought by the economic globalization and internationalization to the school education, as well as make discussion about the influence made by the Information Technology on the school management and education technology, or we make discussion about the deep-rooted culture transformation for the universities. As an open systematic society organization, the universities have to make continuous transformation to keep the pace with the times.
