Based on the understanding of great value and significance for compulsory education quality evaluation, balanced development of compulsory education, the improvement of the quality of teaching, and implementation of quality education, the present study has investigated current municipal-level evaluation system of compulsory education quality of Panzhihua City. The author thinks the current evaluation system has the following problems:1. Evaluation management has the following flaws:evaluation mechanism doesn’t work well, evaluation system has many obvious flaws, evaluation goals can not reach satisfactory results, evaluation flow is not scientific, the quality of evaluation staff on the whole has much room for improvement, and the management of evaluation results has not been carried out effectively.2. Evaluation index system lacks scienficalness.3. Evaluation methodology has problems such as low reliability and validity as well as simple way of evaluation.4. The effect of evaluation is far from satisfaction.Therefore, in view of the above problems, the author puts forward the following effective strategies:1. Strengthening the management and the achievement of evaluation goals by the way of improving the mechanism of evaluation and its operation, setting reasonable evaluation goals, implementing the process management and control of evaluation, strengthening evaluation team construction and full use of evaluation results. 2. Improving the scientific level of the construction of evaluation index by the way of reasonable index setting and assignment.3. Improving evaluation methods by the way of optimization of information collecting methods and diversification of evaluation mode.
