Compulsory education as the cornerstone of the whole educational system, thehigh or low quality is directly related to national fortune and China’s future. Onlyscientific and accurate evaluation of quality for compulsory education will ensure thehigh quality of compulsory education, accordingly education quality evaluationstandard is the premise and guarantee of accurate evaluation. As the quality ofcompulsory education has increasingly become the focus of attention of the world,various countries and regions drew out education quality evaluation standards for thecompulsory education stage to improve the quality of education in the region makingfull use of which to promote the cultivation of innovative talents in purpose ofenhancing their international competitiveness. Nowadays, with internationalcompetition becoming increasingly fierce, the core of the competition is on earth thecompetition for talents, and talents cultivation depends on the quality of education.Considering that our country hasn’t yet made a unified national standard ofcompulsory education quality, and some of the compulsory education qualityevaluation criterion of Liaoning province for its own limitations is not perfect. Thisstudy aims to put forward the beneficial enlightenment of evaluation standards forcompulsory education quality in Liaoning province for the reference.In the theoretical research part, first of all, four core concepts of "compulsoryeducation”," education quality”," education evaluation ", and "education evaluationcriteria" were defined. Then, the "theory of education evaluation","educationefficiency theory" and "education policy theory" had been systematically elaborated.Finally the relevant research of the field from domestic and foreign scholars wassummarized. The core dimension and theory elements the study needed were purified.In qualitative research part, from two aspects of the comparative study onconditions of running school and school educational quality, ten relatively developedprovinces and cities of in education of Beijing, Tianjin, Shanghai, Guangdong, Fujian,Hunan, Sichuan, Shandong, Shaanxi, and Liaoning were extracted in domestic toconduct comparative analysis of their existing evaluation standards of compulsoryeducation quality, and ultimately useful indicators were extracted.In empirical research part, the methods of interview and questionnaire survey were mainly used. In the interview method,20people were interviewed and interviewoutcome were encoded and analyzed. In questionnaire survey, two parts of hardwareand software were divided, and there were660and6000superintendents, principals,teachers and researchers from8and13areas of Liaoning province were respectivelyinvestigated. Factor analysis and analysis of the average importance were used toacquire acceptance of evaluation indicators of compulsory education quality andaverage importance of each index.One the basis of empirical study, the thesis finally summarized the beneficialenlightenments from seven aspects: improving investment on educational fund;improving comprehensive quality of school leaders;"curriculum management" as animportant indicator should be put in the evaluation standard;"student quality" shouldbe added to the evaluation standards as the first-class indicator; attaching greatimportance to “satisfaction of parents and teachers with school work"; respectingstudents diversity and using scientific evaluation method to evaluate performance ofstudents; inhancing the quality of teacher training and promoting teacher’sprofessional abilities.
