With the reform of the basic education curriculum in a new round and the implementation of the policy "nation, local organ and school three managed curriculum", school-based curriculum has been paid more attention all the around. School-based course combines social economic development in region, the schools’ advantages and features and students’ interests and needs to develop and use for school curriculum, enhancing the course on the local schools and students’ adaptability. Xinjiang, located in the north west of china, is a multi-ethnic neighborhood, and its culture shows the diversity and cultural background is also very complex. Therefore, the development and implementation of school-based curriculum are more important and urgent in Xinjiang.This paper, based on Literature Search and Teaching Case Research, absorbing some research results in School-based curriculum from Scholars both at home and abroad, will take the development of school-based curriculum at Hejing High School of Xinjiang as an example, analyze the development and implementation of school-based curriculum, aiming at promoting the development and implementation of school-based curriculum at hejing high school and provide some experiences for other areas.This paper is consisted of5parts. The first part is introduction. It introduce current situation of School-based Curriculum Development in Xinjiang area and also put forward the significance, thought, ways, creativity and faults of this topic. The second part is theoretical research of School-based curriculum. Through analyzing and synthesizing other’s research results, School-based Curriculum Development and relevant concepts will be defined. And Xinjiang School-based Curriculum Development and in Hejing High School, Chinese School-based Curriculum Development’s current situation and meaning will be analyzed. The third part, taking Chinese School-based Curriculum ’jianshichangci’ in hejing high school as a example, it will analyze the importance, purpose, general planning, evaluation and other aspects about Chinese School-based Curriculum development. The fourth part, it will conclude and analyze some results gained and problems of Chinese School-based Curriculum in hejing high school. The last part is conclusion.According to the survey, even though School-based Curriculum Development has been an important topic of current Basic education reform and development, School-based Curriculum Development still develops very slowly in Xinjiang because of geographical environment, teacher resources, curriculum theory and other aspects. Chinese School-based Curriculum Development in Hejing high school is still at the primary stage. Even though progress has been gained, a lot of problems have also been exposed. Chinese School-based Curriculum Development in hejing high school promote the enhancement teachers’ curriculum concept, the improvement of teachers’ professional quality, the role of teacher conversion and the all-round development of students. There are other problems existed as follows, including the weak awareness of teacher curriculum, the low level of teacher development, lack of teaching materials in the real classroom, Lack of regional characteristic of the course content and a single cooperation way of the process of the development and implementation. This paper will try to find countermeasure and strategy of Chinese School-based Curriculum according to theory and empirical research.
