The main achievements and innovative points of this thesis are as following1、The main achievements:(1) Construct the theoretical competence model of innovative Scie-tech talentsThe innovative scientific and technological talents play the key role in the process of technological innovation. Based on analyzing the existing theoretical achievements about the innovative competence of Scie-tech talents, this paper find that the research angle mostly concentrated on the essential innovative competence. But it is rare that to choose the angle of successful innovation. Therefore, this thesis chooses the perspective of3Q to explore the competence structure of innovative Scie-tech talents. In order to improve the innovation efficiency and success rate, namely innovation performance. In the perspective of3Q, through the analysis of the contribution of3Q to them, this thesis builds up a four-dimensional innovative theoretical competence model of Scie-tech talents.(2) Optimize the theoretical competence model of innovative Scie-tech talentsBased on the innovative theoretical competence model of Scie-tech talents, selecting Xi’an innovative Scie-tech talents as research object, using the questionnaire tool and the method of factor analysis, this paper constructs the optimization competence model of innovative Scie-tech talents, which includes three levels, five comprehensive competence indexes. And the model concrete contents are as follows:The innovative intelligence competence based on IQ, including "innovation practice and interpersonal relationship skills" and "learning ability" two comprehensive quality indexes. The innovative incentive competence based on AQ, including "innovative accomplishment" and "self realization needs" two comprehensive quality indexes. The innovative adjusting competence based on EQ, including "adjusting competence".(3) Analysis the competence status and level of Xi’an innovative Scie-tech talentsThis paper investigates the innovative competence of Xi’an Scie-tech talents to test the above optimization competence model. It finds out that the innovative competence level is general for Xi’an Scie-tech talents. Comparison with different levels of different factors, it is founded that the differences of competence are significant for Xi’an innovative Scie-tech talents in the following four factors, which are ages, the job seniorities, job titles and industries. But in different genders, educational backgrounds, unit properties, unit scales and the development stage, the differences are not significant.(4) The countermeasure for improving the innovative competence level of Xi’an Scie-tech talentsBased on the current competence status of Xi’an Scie-tech talents, this paper proposes the countermeasure from the two aspects to improving the innovative competence level of Xi’an Scie-tech talents. 2、The main innovative points(1) Theoretical innovation:From the perspective of3Q, the thesis explores the competence structure of innovative scientific and technological talents in order to improve innovation efficiency and success rate, namely innovation performance. This paper studies the innovative competence of Scie-Tech talents in the perspective of3Q. It is innovative to the previous theory.(2) Practical innovation:Based on the background of constructing innovative Xi’an, this thesis selects Xi’an scientific and technological talents as the research object. Using the questionnaire tool and the method of factor analysis, this paper constructs the optimization competence model of innovative scientific and technological talents. Reusing the questionnaire tool, the thesis uses comparative analysis method to test the optimization competence model. Finally, according to the current competence level of Xi’an innovative Scie-Tech talents, this thesis put forward the improvement measures and the suggestion for application the model.
