For a comprehensive and objective evaluation of competitiveness of science and technology talents in Yan'an City,based on a large number of references,this paper divides the competitiveness of scientific and technological talents into four aspects: the resource competitiveness of science and technology talents,the input competitiveness of scientific and technological talents,the output competitiveness of scientific and technological talents and the environmental competitiveness of scientific and technological talents.And principal component analysis was used to analyze its position in the 10 cities in Shaanxi province.The results show that the resources,input,output and environmental competitiveness of Yan'an City are under the average level of the 10 cities in Shaanxi province.The results show that the scientific and technological talent resources,input,output and environmental competitiveness of Yan'an City are all below the average level of 10 cities in Shaanxi Province,in which the total score of scientific and technological talent resources competitiveness is-0.385,ranking seventh;The total score of scientific and technological talents' input competitiveness is-0.282,ranking sixth;the total score of scientific and technological talents' output competitiveness is-0.195,ranking sixth;and the total score of scientific and technological talents' environmental competitiveness is-0.023,which ranked fifth.The sampling survey on the flow will and influencing factors of Yanan's scientific and technological talents shows that most of the scientific and technological talents remain in Yanan because of the geopolitical factors,and there is no flow will in the near future.In general,the 50 years old and the newly entered technology talents are no plan for a job hopping.There is a certain experience basis and potential depending on the situation.At the same time,most scientific and technological personnel are still more satisfied with the investment in science and technology.Among the factors affecting the satisfaction of the working environment,it is very important for the employers to evaluate the scientific and technological talents correctly.According to the actual situation of weak competitiveness of science and technology talents in Yanan City,the following three suggestions are put forward.First,by strengthening the training of science and technology management personnel,improving the ability of scientific and technological resources integrated service,building comprehensive information service platform to improve the government's scientific and technological service level;Second,To optimize the cultivation of scientific and technological talents,widen the channels for the introduction of scientific and technological talents,and promote the flexible flow of scientific and technological talents so as to strengthen the construction of scientific and technological talents;Third,the scientific research environment,the scientific evaluation system,and the welfare guarantee stimulate the initiative of scientific and technological talents to innovate independently.At the same time,we should strengthen the management of intellectual property rights and provide protection for their knowledge rights and interests.
