On China’s Urban Community Governance Issues

Along with the founding of New China, we have established the firstneighborhood committee, and thus it has formed a wave of building urbancommunities across the country. But in the next few decades, as China’s political,cultural, economic system and many other factors, the Urban CommunityDevelopment is not so good. Thus, compared with the urban communities building inthe developed countries, our country starts late and has a low level of development.There are so many studies on urban community in our academic, but most of thescholars’ studies are from the perspective of the management of urban community orurban community autonomy, and the studies from urban community governance areless. From the perspective of urban community governance, the author analyses thestatus quo of urban community governance based on the existing theory and identifiesthe merits and the problems and deficiencies in the current process of urbancommunity governance. At the same time, learning the advantages of the urbancommunity governance in other developed countries, the author gives somerecommendations on the governance of China’s urban communities. The article isdivided into five chapters:Chapter1: Based on the theory of urban community governance, it analyses theconcepts and theory of community, governance, urban community governance and thedifferences between relevant concepts.Chapter2: It analyses the current state of laws and policies, institutions ofgovernance, work characteristics and merits in the China’s urban communitygovernance process.Chapter3: Based on the second chapter, the author identifies four aspects ofproblems in the current urban community governance process, including legal system,the election of the residents’ committees, community democratic management and theservice of non-government organization in the community.Chapter4: It analyses the characteristics of three modes in the foreign urbancommunity governance, and we can learn from them.Chapter5: It proposes some recommendations to our urban community governance, including laws and regulations, the relationship between government andcommunity, residents’ committees and other organizations relations, communityparticipation, community service and other aspects.
