With the development of higher education in China, the number of undergraduate students is rapidly increasing. Meanwhile, the number of poor undergraduates is also ascending. The whole society and the universities have paid close attention to the problems of undergraduates who live in poverty. Thus, the national education sector has been funding a huge amount of money for Poverty Stricken Students in universities, but they can not be accurately identified as impoverished students, resulting in some of them cannot attain the grants. All in all, the imperfect identified system for impoverished students in China, which causes errors in the process of identifying the undergraduates who need grants.It is an effective way to design an effective, accurate, fair system for identifying poor students against the issues of China’s poverty identification system to promote the development of higher education in China. In this research, by means of investigating, demand analysis, preliminary design, detailed design, software development and software testing etc. coupled with J2EE technology, we analyze the drawbacks of current Chinese poverty undergraduate student identification system. Generally speaking, the improved system overcomes the challenges of the present poverty undergraduate student identification system, and makes identified results more accurate and impartial by analyzing of the trial results of feedback.This study focuses on three aspects. To start with, based on students’ basic information system, integrating the impoverished students identified system and information system, which can dynamically monitor and collect information and data as soon as a student is identified as a grant-in-aid student, while which is also available to supervise and manage after identification. In addition, with a large amount of data for reference, investigation in main universities in Sichuan province, interviews with experts, sorting and reorganization to establish the universities of poverty undergraduate student evaluation indicators by building the index system and the right weight calculations and then use the analytic hierarchy process to calculate poor students indicators weight. Finally, more than60colleges and universities in Sichuan province are in the use of the system at present after investment in software testing. The unanimous endorsements from feedbacks demonstrate the improved identification system can solve the existing issues in the previous impoverished students system.
